เรื่อง เชิญประชุมเตรียมการส่งเสริมการตลาดสู่สานสัมพันธ์สองแผ่นดินจังหวัดนราธิวาสกับรัฐกลันตัน
เรียน ผู้อำนวยการรัฐมนตรีว่าการกระทรวงการค้าและอุตสาหกรรมระหว่างประเทศ สำนักงานรัฐกลันตัน
สิ่งที่ส่งมาด้วย กำหนดการฯ จำนวน ๑ ฉบับ
ด้วยจังหวัดนราธิวาส กำหนดจัดประชุมเตรียมการส่งเสริมการตลาดสู่สานสัมพันธ์สองแผ่นดิน อันจะนำไปสู่การสร้างความสัมพันธ์คู่เมืองชายแดนอย่างยั่งยืน ระหว่างจังหวัดนราธิวาสกับรัฐกลันตัน ประเทศมาเลเซีย ในวันที่ ๙-๑๐ เมษายน ๒๕๕๖ เพื่อร่วมหารือประเด็นที่เกี่ยวข้องหลักดังต่อไปนี้
๑. การสนับสนุนงานออกร้านและการเจรจาทางธุรกิจ ระหว่างวันที่ ๑ – ๕ พฤษภาคม ๒๕๕๖ ณ ศูนย์การค้า KB Mall เมืองโกตาบารู รัฐกลันตัน ประเทศมาเลเซีย รวมทั้ง การกำหนดวันแถลงข่าวก่อนวันจัดงานต่อสื่อมวลชนทั้งของประเทศไทยและประเทศมาเลเซีย ณ สถานกงสุลใหญ่ไทย ณ เมืองโกตาบารู
๒. การออกใบรับรองมาตรฐานอาหารและยา (อ.ย.) มาตรฐานฮาลาล และการขนส่งสินค้าผ่านแดนหรือพิธีกรรมทางศุลกากร รวมทั้ง การนำสินค้าที่จะออกงานตามข้อ ๑ ของจังหวัดนราธิวาสและรัฐกลันตันมาร่วมตรวจสอบ โดยหวังว่าสินค้าของทั้ง ๒ จังหวัด/รัฐ จะส่งผลต่อการจัดทำการตลาดร่วมกัน สู่ตลาดอาเซียนและตลาดอื่น ๆ ในอนาคต
๓. พิจารณาความเหมาะสมที่จะมีการแต่งตั้งคณะกรรมการร่วมระหว่างรัฐกลันตันและจังหวัดนราธิวาส เพื่อพัฒนาคุณภาพสินค้า/ผลิตภัณฑ์ และระบบการตลาด OTOP (One Tambon One Product) ของจังหวัดนราธิวาส กับ SDSI (Satu Daerah Satu Industri) ของรัฐกลันตัน
ในการนี้ เพื่อให้การดำเนินงานเป็นไปด้วยความเรียบร้อย บรรลุวัตถุประสงค์ ขอเรียนเชิญท่านและขอให้ท่านได้เชิญหน่วยงานของท่านที่เกี่ยวข้องต่าง ๆ รวมทั้งที่เกี่ยวกับมาตรฐานอาหารและยา มาตรฐานฮาลาล และด่านศุลกากร เข้าร่วมประชุมในวันที่ ๙ เมษายน ๒๕๕๖ ณ ห้องประชุมหลวงปริวรรตวิจิตร ชั้น ๔ ศาลากลางจังหวัดนราธิวาส และเยี่ยมชนสถานประกอบการ OTOP ในวันที่ ๑๐ เมษายน ๒๕๖๖ ดังกำหนดการที่ส่งมาด้วยแล้ว หรือประสานผ่าน นายมหามะบักรี ลือบาฮางุ พัฒนาการอำเภอสุคิริน โทร.0066 8 1540 5775

๑๐.๐๐ – ๑๒.๐๐ น. คณะฯเดินทางถึงอำเภอเมืองนราธิวาส จังหวัดนราธิวาส
๑๒.๐๐ – ๑๓.๐๐ น. คณะฯเดินทางเข้าพบ นายอภินันท์ ซื่อธานุวงศ์ ผู้ว่าราชการจังหวัดนราธิวาส และรับประทานอาหารกลางวันร่วมกัน
๑๓.๐๐ – ๑๓.๓๐ น. คณะเดินทางถึงห้องประชุมหลวงปริวรรตวิจิตร ชั้น ๔ ศาลากลางจังหวัดนราธิวาส
๑๓.๓๐ – ๑๔.๐๐ น. ผู้ว่าราชการจังหวัดนราธิวาสกล่าวต้อนรับคณะฯ
๑๔.๐๐ – ๑๕.๐๐ น. สรุปสาระสำคัญจากการหารือเตรียมความพร้อมจัดงานระหว่างจังหวัดนราธิวาสกับรัฐกลันตัน โดย นายสุริยะ กิติบุญญา หัวหน้ากลุ่มงานส่งเสริมการพัฒนาชุมชน (รักษาราชการแทนพัฒนาการจังหวัดนราธิวาส) และ Mr.Azran Deraman, Director of MITI Kelantan Regional Office
๑๕.๐๐ – ๑๖.๐๐ น. ร่วมหารือประเด็นที่เกี่ยวข้องหลักดังต่อไปนี้

๓. การออกใบรับรองมาตรฐานอาหารและยา (อ.ย.) มาตรฐานฮาลาล
๔. การขนส่งสินค้าผ่านแดนและพิธีกรรมทางด้านศุลกากร
๕.การนำสินค้าที่จะออกงานตามข้อ ๑ ของจังหวัดนราธิวาสและรัฐกลันตันมาร่วมตรวจสอบ โดยหวังว่าสินค้าของทั้ง ๒ จังหวัด/รัฐ จะส่งผลต่อการจัดทำการตลาดร่วมกัน (4Ps) ไม่ว่าจะเป็นการจัดหาสถานที่ (Place) การพัฒนาผลิตภัณฑ์ (Product) การกำหนดราคา (Price) และการโฆษณาประชาสัมพันธ์ (Promotion) สู่ตลาดอาเซียนและตลาดอื่น ๆ ในอนาคต

๑๓.๐๐ – ๑๕.๐๐ น. เดินทางเยี่ยมชมหมู่บ้านท่องเที่ยวบ้านทอนและการจัดทำเรือกอและจำลอง การสานกระจูด การทำกรงนก การทำน้ำมะพร้าวสกัดเย็น
แวะเยี่ยมบ้านบาเฆะ ต้นตำรับการทำน้ำบูดู
๑๕.๐๐ – ๑๗.๓๐ น. เดินทางไปอำเภอตากใบดูการทำบาติก หมวกซอเกาะ

Subject: Invitation to Narathiwat-Kelantan Trade and Relationship Preparation Meeting on 9 April 2013, at Luang Pariwat wijit Room, 4th Floor, Narathiwat Provincial Hall, Narathiwat, Thailand. And visit our Product Enterprises on 10 April 2013 at Narathiwat Province.
Narathiwat and Kelantan are the neighboring provincial and state. Now we are glad to strengthen our relationship, particularly in OTOP (One Tambon, One Product) and SDSI (Satu Daerah, Satu Industri) to Development and Promotion together. So we would like to talk about our Narathiwat-Kelantan Trade and Relationship Fair 2013 on 1 -5 May 2013 at KB Mall, Kota Bharu, Kelantan, and how to joint press conference together at Thai Consulate in Kota Bharu, Kelantan.
Furthermore, we would like to discuss on Halal, Food and Drug Certification, and Product freight and Customs Protocol, and to check our product sample of Narathiwat and Kelantan that we would like to promote in the Fair and we hope that products can we develop and promote together to the ASEAN Community and others market in the future, and how could we set up our product development and promotion mutual committee.
We would really appreciate it if we could establish sustainable Narathiwat-Kelantan Trade and Relationship between of us.

2.00 p.m. – 4.00 p.m. Visit to Ban Thon tourist village for visiting the Kolek boat model, Reed product, Bird cage, and Extracted cold coconut oil
Visit to Ban Bageh’s original budu village
4.00 p.m. – 6.30 p.m. Visit to Batik, women scarf and Sokok making place in Takbai
6.30 p.m. – 7.00 p.m. Back to the Sungai-kolok checkpoint
